This isn’t canon or anything, but after a fairly long discussion with my roommate we came to a reason.

agreed. the world would be pretty messed up if benders could manipulate the body in super cruel ways. if not a spiritual barrier that protects everyone even a law that exists in the world. water benders could totally throw you around, what with all that water in your body. the possibilites become endless.
